    • FEMA Emergency Management Performance Grant (EMPG) Program
      Purpose
      The Emergency Management Performance Grant (EMPG) Program plays an important role in the implementation of the US National Preparedness System by supporting the building, sustainment and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient nation including attack executed against mass transportation on our soil; cyberattacks against critical port infrastructure; and mass casualty events involving both vehicles and active shooters. 
      Eligibility
      US Based Grant Program. All states and territories are eligible to apply for EMPG program funds. Either the State Administrative Agency (SAA) or the State’s Emergency Management Agency (EMA) is eligible to apply directly to FEMA for EMPG funds on behalf of each state or territory. However, only one application is accepted from each state or territory.

      Purpose

    • FEMA Fire Prevention & Safety Application Guidance Materials (FP&S)
      Purpose
      The Fire Prevention and Safety (FP&S) Grants are part of the Assistance to Firefighters Grants (AFG) and support projects that enhance the safety of the public and firefighters from fire and related hazards. The primary goal is to reduce injury and prevent death among high-risk populations.
      Eligibility
      US Based Grant Program. Eligible applicants for the FP&S Activity include fire departments and national, regional, state, local, tribal, and nonprofit organizations that are recognized for their experience and expertise in fire prevention and safety programs and activities.     • FEMA Homeland Security Grant Program (HSGP)
      Purpose

      The Homeland Security Grant Program (HSGP) plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient nation. The HSGP is comprised of three grant programs:

      • State Homeland Security Program (SHSP)
      • Urban Area Security Initiative (UASI)
      • Operation Stonegarden (OPSG)

      Together, these grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration across all core capabilities and mission areas.

      US Based Grant Program. The State Administrative Agency (SAA) is the only entity eligible to submit HSGP applications to DHS/FEMA.     • FEMA Operation Stonegarden (OPSG)
      Purpose
      The OPSG program supports enhanced cooperation and coordination among Customs and Border Protection (CBP), United States Border Patrol (USBP), and local, tribal, territorial, state, and Federal law enforcement agencies.  The OPSG Program funds investments in joint efforts to secure the United States’ borders along routes of ingress from international borders to include travel corridors in states bordering Mexico and Canada, as well as states and territories with International water borders.

    • FEMA Urban Area Security Initiative (UASI)
      Purpose
      The UASI program funds addressed the unique risk driven and capabilities-based planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas based on the capability targets identified during the THIRA process and associated assessment efforts; and assists them in building an enhanced and sustainable capacity to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.
      Eligibility
      US Based Grant Program. The State Administrative Agency (SAA) is the only entity eligible to submit applications to DHS/FEMA. In FY 2020, 32 urban areas were designated eligible for funding. Contact your SAA to determine if your location may be eligible.

    • FEMA Port Security Grant Program (PSGP)
      Purpose
      The Port Security Grant Program plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (the Goal) of a secure and resilient Nation. The objective is to provide funding to port authorities, facility operators, and State and local agencies for activities associated with implementing Area Maritime Security Plans (AMSPs), facility security plans, and other port-wide risk management efforts. 
      Eligibility

      US Based Grant Program. All entities subject to an Area Maritime Security Plan, as defined by 46 U.S.C. § 70103(b), may apply for PSGP funding.     • Community Policing Development (COPS)
      Purpose
      The Office of Community Oriented Policing Services (COPS Office) is a component of the US Department of Justice. COPS Grants including the Anti-methamphetamine Program (CAMP) and Anti-Heroin Task Force (AHTF) are two of its administered grants applicable for procurement of Rigaku handheld devices.

    • US DOJ: Paul Coverdell Forensic Science Improvement Grant Program
      Purpose
      The Paul Coverdell Forensic Science Improvement Grants Program (the Coverdell program) awards grants to states and units of local government to help improve the quality and timeliness of forensic science and medical examiner/coroner services. Among other things, funds may be used to eliminate a backlog in the analysis of forensic evidence and to train and employ forensic laboratory personnel, as needed, to eliminate such a backlog. Under this program, two grants are administered a formula grant and a competitive grant.

      Purpose
